New Delhi: Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, unveiled the Annual Capacity Building Plan (ACBP) of the Department of Fisheries in New Delhi on a Wednesday.
Dr. L. Murugan, the Minister of State, Praveen Pardeshi, Member Admin of CBC, Dr. Abhilaksh Likhi, the Secretary, Sagar Mehra, Joint Secretary, and other senior officials from the Department of Fisheries, CBC, and the State of Gujarat graced the occasion with their presence.
During his address, Parshottam Rupala underscored the immediate need to identify the capacity building requirements of our officers and staff and to devise an action plan for enhancing their capacity to address the Department’s priorities.
While introducing the Annual Action Plan for Capacity Building, the Union Minister stressed that the ACBP of the Department of Fisheries would play a crucial role in improving service delivery, program implementation, and core governmental functions. It would also empower officials through basic training to acquire relevant competencies, enabling them to perform better.
MoS Dr. L. Murugan emphasized the significance of this plan in light of the adoption of new technologies in the fisheries sector. He noted that technological innovations in the field of Fisheries are of paramount importance in India, and ACBP will be instrumental in advancing the fisheries sector.
Dr. Abhilaksh Likhi, the Secretary of DoF, highlighted the importance of ACBP, emphasizing its role in meeting capacity building needs across functional, behavioral, and domain knowledge competencies while facilitating a transition from a rules-based system to a roles-based system.
Praveen Pardeshi, Member Admin of CBC, delivered a comprehensive presentation on the Annual Capacity Building Plan (ACBP) of the Department of Fisheries, providing a detailed analysis of the various training modules needed at different levels within the Department.
To implement and sustain ACBP, a Capacity Building Unit (CBU) has been established within the Department. A budgetary allocation of 2.5% of the department’s salary head has been earmarked for the implementation of ACBP. The CBU will prioritize the training needs of department employees, offering both online and offline training options. The Capacity Building Commission has identified the institutes and knowledge partners responsible for imparting these trainings to department employees. The Department will assess the impact of these trainings on its employees to evaluate the effectiveness of ACBP.
