New Delhi, September 19: Prime Minister Narendra Modi distributed more than 51,000 appointment letters to newly appointed youth in government organisations at the 20th Rozgar Mela on Saturday. Addressing the recruits by video conference, he told them that how citizens experience the government will depend on their behaviour, sensitivity, efficiency and honesty.
Modi said the day brought joy to thousands of families and credited both the recruits’ own hard work and the effort of their parents and family members. “I wish you all the very best for this new beginning in life,” he said. As India works towards becoming a developed nation by 2047, he asked the new appointees to take decisions that strengthen the campaign for a developed and self-reliant India.
Jobs and skilling
The Prime Minister said the government also wants employment to grow quickly in the private sector. He pointed to the Pradhan Mantri Viksit Bharat Rozgar Yojana, on which about ₹1 lakh crore is being spent. The scheme is meant to bring nearly two crore young people into the workforce for the first time. First-time employees receive an incentive of up to ₹15,000, and employers who create new jobs are also being encouraged, he said.
On skilling, he listed the National Education Policy, the Skill India Mission, the Pradhan Mantri Kaushal Vikas Yojana and the push for apprenticeships. He also cited PM-SETU, under which 1,000 government ITIs are being modernised with an investment of ₹60,000 crore and direct industry participation.
Growth, trade and startups
Modi linked new opportunities for young people to the health of the economy. India’s growth rate in the first quarter of this financial year was 7.8 per cent and investment rose by nearly 12 per cent, he said, adding that rating agencies are upgrading India’s ratings at a time of global uncertainty. He credited the reforms of recent years for this growth.
He said India has signed free trade agreements with nearly 40 countries in recent years, which open new markets for entrepreneurs and new career possibilities for the youth. Referring to the BRICS summit that concluded a few days ago, he named BRICS CONNECT and the BRICS MSME Cooperation Portal, which have been launched so that entrepreneurs, farmers, women and young people can take part in BRICS cooperation directly.
India is now the world’s third-largest startup ecosystem, Modi said, and nearly half of recognised startups are in tier-two and tier-three cities.
Message to the new recruits
Modi asked the recruits to keep reforms moving. “The Reform Express must continue at full speed,” he said, naming simpler tax and compliance rules, ease of doing business, reforms in education and skilling, opening new sectors to innovation, and ease of living. Every decision and every signature on a file, he said, should advance the aspirations of young people.
He also asked them to make sure other young people do not have to face the difficulties they or their parents went through. Their work touches ordinary lives, he said: an elderly person’s pension, a student’s scholarship or a farmer’s facility may depend on it. “Your behaviour, your sensitivity, your efficiency, your honesty – all these will determine how that citizen experiences the government,” he said.
The Prime Minister told the new appointees to keep upgrading their skills and to learn new technologies and systems. Mission Karmayogi is meant for this, he said, and more than 1.7 crore government employees are now connected to the iGOT Karmayogi platform. A module called Karmayogi Prarambh has been designed specially for new entrants.
He ended with the mantra ‘Nagrik Devo Bhava’, saying service to citizens is service to the nation. “Your success will be greater when your work makes life easier for a citizen,” he said.
