New Delhi, September 23: The Department of Personnel and Training (DoPT) has cleared more than 23,000 promotions over the last 12 years, Union Minister Jitendra Singh said on Wednesday, as a delegation of Central Secretariat Group-C employees met him to raise concerns over cadre review and career progression.
The Central Secretariat Group-C Employees’ Association represents more than 8,000 Group-C employees working across 135 ministries, departments and organisations under the Central Secretariat. Its representatives thanked Singh for meeting them regularly and taking their inputs on service matters, and placed a detailed set of concerns about service conditions before him.
Singh is Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office and for Personnel, Public Grievances and Pensions, Atomic Energy and Space.
Cadre review and DoPT promotions
The association’s inputs focused on cadre review and the existing cadre structure, and on issues affecting promotional avenues. Singh said such genuine inputs would be considered through the appropriate institutional mechanism.
Referring to DoPT’s work on promotion-related issues, he said timely career progression is important to keep employees motivated and to make sure the administration works well. While employees may have a range of demands, their genuine issues would be looked into, he said, and inputs on service and cadre matters should continue to be brought before the authorities concerned.
Singh said the government is keen to provide a work-friendly environment so that employees remain motivated and can carry out their responsibilities effectively.
Earlier promotion exercises
The ministry said the government has, in recent years, carried out large-scale promotion exercises across Central Secretariat services to address stagnation. More than 8,000 promotions were effected on 30 June 2022 alone, and over 16,200 promotion orders were issued between 2022 and 2024 across various grades.
At an earlier meeting with employee bodies in March 2026, representatives had also appreciated the government’s cadre-management and promotion measures.
The meeting ended with Singh assuring the delegation that its genuine issues would be examined, and encouraging employee representatives to keep engaging with the authorities concerned.
